420.01 PLAY HIGHWAYS
(a) Designation. The Board of Commissioners is hereby authorized to designate as play highways, whenever it deems such action advisable and for whatever period of time directed by it, any portion of any highway in the Township whereon sledding and coasting shall be permitted. Such highway shall be set apart for the purpose under the direction of the police.
(b) Operation of Motor Vehicles. No person shall operate any motor vehicle or tractor upon any play highway at any time when such highway shall be so designated, except in case of emergency, with special permission of the police officer in charge, who shall first clear such play highway of all persons using such highway for the purpose for which it was set aside.
420.02 HIGHWAYS CLOSED FOR CONSTRUCTION OR REPAIR
It shall be unlawful for any person to operate any vehicle or tractor upon any highway in the Township that is under construction, resurfacing or repair, in disregard of any official sign, barricade, or notice that the same is closed to vehicular traffic.
420.03 SLEDDING OR COASTING ON PUBLIC PROPERTY
(a) Sledding and Coasting Defined. For the purposes of this section, “sledding” is defined as the act of riding any object which is designed to be or is altered to be used as a sled. “Coasting” is defined as the act of riding any wheeled object (including skateboards, coasters, toy vehicles, roller skates, (youth) tricycles or similar devices), excluding motor vehicles and/or pedalcycles.
(b) Posted Streets, Highways and Crosswalks. No person shall be permitted to sled or coast upon any posted street or highway or in any crosswalk. The act of being towed by any type of motorized vehicle is also prohibited.
(c) Sidewalks. Sledding and coasting by a minor shall not be permitted on sidewalks within the business district, as defined by the Township Zoning Map, unless the minor is accompanied and supervised by a parent or guardian.
(d) Public Property. Coasting and/or sledding shall be prohibited on Township property (Township parking lots, playgrounds, tennis courts, or other non-vehicular paved areas) unless authorized by the Board of Commissioners.
(e) Confiscation by Police Department. After one written warning to the parent or guardian of any minor who violates this section, by certified/registered mail or by personal delivery of a written warning to such parent or guardian, from the Lawrence Park Township Police Department, the Chief of Police and/or his or her designate shall be authorized to confiscate sleds, skateboards, coasters, toy vehicles, (youth) tricycles, or similar devices from persons violating any provision of this section, and may return said items at his or her discretion.
(f) Responsibility of Parent or Guardian. No parent or guardian shall knowingly permit any minor child to violate any provision of this section.
420.99 PENALTY
(a) Any person who shall violate any provision of Section 420.01 or 420.02 shall, upon conviction thereof, be sentenced to pay a fine of not more than twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
(b) Any person who violates any provision of Section 420.03, or any parent who knowingly permits any minor to violate any provision of Section 420.03, shall, upon conviction, be sentenced to pay a fine of not more than twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
